Waste management is an important aspect on any construction or demolition site. In Mallorca, NON-HAZARDOUS waste generated on site must be transported to one of the 8 plants that MAC Insular, concessionaire of the mandatory Public Service, has distributed throughout the island. On the other hand, HAZARDOUS waste must be managed through duly authorized managers, which can be found on the website http://residus.caib.es.


In the case of MAJOR WORK, the person responsible for the construction or project management must fill in the form or self-assessment document to obtain the amount of the deposit that must be deposited with the Consell de Mallorca. The form must be signed by the responsible technical person and endorsed by the corresponding professional association. It is important to take into account that during the work, waste should be separated at source whenever possible.


The transport of the waste must be carried out by a REGISTERED CARRIER and in the event that the client makes a delivery of waste through a third party, an AUTHORIZATION BY THE CLIENT TO THE CARRIER must be delivered for each one of the unloadings made in MAC Insular.


Once the work is finished, and when the town hall's FINAL WORK CERTIFICATE or the VISAD COPY OF THE END OF WORK is available, the Insular MAC CERTIFICATE must be requested, accrediting the correct management of construction-demolition waste, necessary to request the return of the deposit at the Consell de Mallorca. Finally, to request the return of the deposit at the Consell de Mallorca, you must access the electronic headquarters of the Consell de Mallorca, section Tax management and collection, Ordinary deposit or Single deposit for construction-demolition waste.


In summary, in Mallorca there are specific regulations for the management of waste in construction or demolition works, which must be complied with to avoid sanctions. It is important to have adequate planning and knowledge of regulations to carry out correct waste management.

Summary guide for the client:


  1. Construction-demolition waste producers must submit a contract with an authorized manager to manage the waste generated before applying for construction and/or demolition work licenses.
  2. Construction projects must include: evaluation of the volume and characteristics of the waste, evaluation of waste that does not require treatment, separation measures at source or recycling, and an economic valuation of the cost of adequate management.
  3. Producers must deposit a deposit with the City Council or the Mallorca Council when obtaining a municipal license, equivalent to 125% of the estimated costs for waste management.
  4. These obligations are governed at all times in accordance with the provisions of the PDS for the Management of Construction-Demolition Waste (BOIB 141 of November 23, 2002).
